Found serpentine belt was broken. The flapping noise was part of the shredded belt spinning underhood. Checked all pulleys and they all turned fine. Removed shredded belt from pulleys and installed new belt. Everything is working properly now.

remove and replace right front wheel bearing and hub, press into knuckle, toque axle nut and wheels, test drive, left front still noisy on test drive, remove and replace left front wheel bearing and hub, press into knuckle, torque wheel and axle nut, test drive, bearings are now quiet, during repairs replaced both lower ball joints
